Mr. Jashari’s speech for the workshop “Protection of Personal Data upon Delivery of Invoices by Institutions/Private and Public Bodies”

It is my honour and special pleasure to welcome you on behalf of the National Agency for Personal Data Protection thanking you for your participation in today’s event.

Upon organizing this workshop I am taking advantage of this opportunity to express my own and Agency’s commitment for the protection of our citizens’ rights, which comprise protection of privacy and personal data of individuals as fundamental rights and universal principles of human rights. 
Being convinced for the achievement of our aims connected to the protection of personal data and privacy of citizens, we tend to reach the final destination, thus directly contributing for the performance upgrade of our country’s image in general and of our administration’s institutions and public enterprises in particular.
Modernization of the administration and services for the citizens is undoubtedly a value for a country. We are involved in establishing institutional mechanisms and strengthening administrative capacities within in order to contribute in approximation of local standards with those of the European Union.  
Knowing that one of our country’s objectives is its membership in EU and Euro-Atlantic structures, we are very consciously carrying out our duties as a country in general and as Agency in particular by giving our best in achieving our aim.
The path of our country to its final destination, i.e. becoming a member of EU requires a continuous commitment comprising reforms and often painful processes for the society and institutions of the country.
Protection of freedoms, personal data and privacy of citizens represents the most sublime value of all civilizations, therefore the Agency has undertaken all necessary actions in line with the legislation in force with the continuous tendence  for improvement and continuous actions in the capacity of permanent custodians of citizens of our citizens.
Protection of personal data is specifically treated in the EU Directive 95/46 of the EC and EU; therefore Kosovo as an aspiring country towards these organisms is implementing its legislation in order to increase institutional organisms in the service of having such norms implemented as a protective umbrella of individuals in the function of personal data and privacy protection. 
I feel privileged to run this important institution whose main focus is protection of privacy and personal data protection of our citizens, therefore I am taking advantage once again to address this auditorium with the kind demand to consciously implement policies of respective institutions, always bearing in mind that privacy and personal data of individuals comprise a fundamental basis of the human rights and freedoms, so such a right should never be in contradiction with our mission.
Not wanting to take much of your precious time and leaving some time to other facilitators of this table, allow me to thank you once again for your presence and patience to listen to me today. Our objective is to share our knowledge and experience in this area by bringing conclusions at the end of this workshop whose focus are rules and lawfulness of personal data protection of citizens upon delivering invoices to their clients by institutions and public enterprises.
