In fulfillment of legal obligations for the protection of personal data of the citizens of the Republic of Kosovo, and to ensure the integrity of the electoral process, the Information and Privacy Agency (IPA) calls on Political Parties to safeguard personal data during the election campaign for the local elections to be held on 12 October 2025.
To ensure the protection of citizens’ personal data by Political Parties and entities involved in the electoral campaign process, the Agency requires compliance with legal obligations and the undertaking of the following measures:

Ensure that all processing of personal data is based on a lawful ground, such as citizens’ consent, the legitimate interest of the political entity, or other grounds defined by law.

Refrain from using citizens’ contact details collected during the exercise of public functions or through other means for political marketing purposes.

Prevent the disclosure of personal data through electronic communications (e-mail, SMS messages, and phone calls) without prior consent.

Respect citizens’ rights to object at any time to the use of their data for direct marketing and immediately cease communication upon objection.

Avoid any form of profiling or mass processing of sensitive data, except where there is a clear legal basis and adequate protective measures have been taken, including prior data protection impact assessments where necessary.

Ensure full transparency to citizens regarding the processing of their data, by publishing clear and accessible privacy policies.
To guarantee the smooth conduct of the electoral process in line with legal requirements, the Agency offers cooperation with political entities to ensure the protection of citizens’ right to personal data protection in the Republic of Kosovo and calls on Political Parties to safeguard citizens’ information in compliance with the law during the election campaign.
